Correcting a long-term issue with the airline finances

Ever since we installed the airline there has been a problem with the flight fairs not being realistic - they were set at a flat rate per seat, regardless of duration or distance of a flight.

I did a bit of head scratching, and figured out a way to set the flight_fair table - which says how much a given seat costs on a given flight.

Finally, the big passenger flights can make money.
